Overview:

To address the shortage of housing for Californians, Governor Newsom ordered the Department of General Services (DGS) and the Department of Housing and Community Development (HCD) to identify and prioritize excess state-owned property for affordable housing development.

Published Inventory of Excess Land (updated July 1, 2024)

This map viewer represents an update to the digitized inventory of excess state land created for EO N-06-19, pursuant to AB 2233 (Quirk-Silva, 2022) and SB 561 (Dodd, 2022). Sites shown on the map are the result of a systematic GIS-based and visual review of state properties by staff from the California Department of General Services (DGS) in collaboration with the California Department of Housing and Community Development (HCD). Over 44,000 state-owned parcels were reviewed and placed through a screening tool applying a new set of criteria developed by DGS and HCD to consistently evaluate their suitability as affordable housing sites based on land feasibility and financing competitiveness factors. However, no due diligence reports have been ordered for any sites displayed and sites may contain easements, environmental issues, or other issues that are not known at time of publication.

Please be aware that the identified sites are subject to change; the state expects the map is adjusted periodically through additional screening and coordination with departments and local agencies.
